When I was younger I often complained about living in the suburbs of this seemingly boring city. Now I realize that all you need are some friends who are willing to explore (they can be found all over!) and a sense of adventure. Here are some things that I would recommend doing around the city:
1) All day bike ride- this is a great way to get a connection to the place you live, cars seem to cut a person off from his or her surroundings, but on a bike you really experience your area. We mapped out a route and stopped at certain parks to talk and take a break.

2) Art openings- free art, food, and wine! many galleries have big openings once a month. Final Friday is a big opening the last Friday of every month at the Pendleton Gallery.
3) Find a late night coffee shop- ...so not completely free, but you can share or buy a cheap tea! i like Highlands Cafe.
4) Photo shoot- old buildings, graffiti walls, parks etc. are great for photo shoots.
5) Go to one of the many festivals
6) Find out free museum days- the Contemporary Arts Center is free on Mondays after 6. Other places like the Krohn Conservatory are always free!
7) Have a picnic at a park that overlooks the city
8) "check out" the library- my library actually often shows good movies and has other events, otherwise, rent a movie without paying the fee you would somewhere else.
